There’s few clear-cut ways to actually end sanctions, but such a system would certainly be an important way to bring an end to the suffering of groups that are very much at a crossroads. But where there is clear or ongoing agreement, there’s a level of suspicion that a little stuttering about it will push out whatever steps the international community considers necessary after all that Trump had said on Friday.
